CCAA Adds New Restrictions

CCAA has announced to adoption agencies new limitations on the families that will be eligable to adopt from China. The new rules will go into effect for dossiers received at CCAA effective May 1, 2007 according to news reports. CCAA has not yet posted the English language version on their website. There is some suggestion that these rules may be modified or additional rules included in the final text.

Based on the draft text, dossiers from the following types of families will not be accepted after May 1st.

• Single parents.
• Parents over 50 years of age, unless adopting a special needs child where the current limit of 55 applies.
• Parents with a Body Mass Index over 40, which is medically considered morbid obesity. Click here for a BMI chart.
• Parents currently taking medication for major psychiatric illness or have been taking such medication within the past 2 years.
• Parents who have a severe facial or limb deformity or paralysis. No guidance on how this might be judged.
• Parents with full blindness, deafness, or are mute. An exemption for deaf or mute parents adopting a child with the same condition.
• Parents with chronic and debilitating diseases such as "malignant tumor, lupus erythematosus, nephrosis, epilepsy, etc., post-surgery of major organs transplantation, not yet 10 years; schizophrenia;".
• Parents with AIDS or other active infectious diseases.

Additional rules are that parents must have been married at least two years. If previously divorced, the parents must have been in their current marriage for at least five years. Both parents must also have a high school diploma. Parents must have a combined net worth of $80,000 (USD).

The final text of the new regulations will be posted after it is released by CCAA.
